Most of the pc became old becouse the installations and di-installations of softwares, or the running of them, makes PC slower and slower. At a certain poit consumers decide to change the pc while a standard reformatting process with a simple memory upgrade could be enough.
Most of the consumer is not prepared for this, but software company could re.design their product so to not leave permanent aprts that uses PC capacity.
This problem was not present with the old DOS systems as you could run softwares without installation, and PC had a much longer average life.

in my opinion another big issue about e-scrap is related to softwares. I spoke to Jim Puckett the director of 'Digital Dump', and his assessment is that 80% of the e-Scapers in the US are scammers. He also told me that the US has not signed the Basel Convention, unlike most of the European countries.
Before you buy a new piece of electronics, think twice about how you are going to dispose of your old one! The BAN website has a list of legitimate recyclers.
