As breakthrough happen time and over, the realization of all LED illumination on road is possible now. It saves much more energy than what we have expected. It isn't simply a matter of switching a burned out light bulb for another type. Put hopefully municipalities will see that once that is done, as you say, the maintenance is nearly non-existent and LED's are much more efficient. It's just getting them over that initial hurdle.
