		<description>Once again, HMG is guilty of putting the cart before the horse - as they did with the original Non Fossil Fuels Obligation.  Subsidy needs to be provided for the means of utilising the biomass crops - the electricity generators.  Provide the customer and the agricultural sector will have the confidence to provide the crops!
