Making lower volume higher quality cement concrete is another very good thing turning concrete finally into a higher tech product.
In the refractory industry we have been making low cement concrete since the 80th. Why cant we do it with civil concrete?
1. Because regulations are wrong. They have to be Performance instead of Prescription oriented.
2. Because the cement industry is not capable to make the switch from volume to quality, despite the fact that they also have the know how to help their customers with 3-5% cement concrete. As long as they consider concrete packaging of cement, they keep the customers ignorent. And thats ignorent since then only price and not cost plays a role
I am happy to report that we seem to get lower cement concrete finally on the road in Europe with the  UNIVERDE/SUSTCON network.
By the way, what is cement? For the same concrete we can have at least 5 different water binder ratios! Thus we are still working with pseudo technology unless we go performance base.
