Things that were looked at as being “not as important” cannot be under shot at present. Standards are changing rapidly and hopefully these regulations will impose the urgency which is very much needed.

A major overisght is the need for inter-community coordination. One of the reasons many cities are in trouble (less so than in the past) is that the wealth education and taxbase has moved to the suburbs which have been able to “ghetto-ize” themselves away from the troubles of the cities, and often screwing the cities in the process. I”m not sure how to address that given this kind of standard, but there’s got to be some kind of mention!

I think the point is that none are more important than the other as they are part of a indivisible whole and to optimize one is to compromise the whole system.
