Insofar as the Owens Valley, remediation of existing land is taking place and any future developments such as solar will be carefully considered. I don't want to be an LA hater, but the whole decline of the owens valley is a really sad story, and this kind of adds insult to a very old injury. Fat chance, but why can't they just use the existing rooftops all over the city? Heck, just crank up the price of energy until people put the panels up themselves. Profoundly ironic, indeed!
