As the environmental policies became ever more restrictive throughout North America and Europe, companies would move their manufacturing base overseas to cheaper labor, cheaper taxes, and less intrusive environmental laws.As a consequence, it would also result in the transfer of wealth. The citizens of the developing nations would see their buying power increase, while the exact opposite would happen to the citizens of the former industrialized nations. The net effect on carbon emisions would not be a reduction, but an increase.

Given that Kyoto gave developing nations free reign while curbing the emissions of industrialized nations, all it would’ve resulted in is the emmigration of the manufacturing base.
