Allocating emission levels on an average per person seems to reward those who are creating more people. Is that a good goal for our world? More people, more emissions doesn't seem like a substainable solution for the world. And playing the blame game will result in all of us losing. The good news is that Chinese and American entreperneurs are focused upon developing solutions that ideally our leaders will facilitate with their public policies.

Thank you Zhuubaajie for your comment. The West created this current mess through centuries of industrial development, and it is injustice to demand that the rest of the world suffer for it.

How about playing fair for a change, and set a world average per capita for carbon emissions – the SAME NUMBER per man, woman, and child, and tax according to the overage?
