AB32, the “Global Warming Solutions Act of 2006″ is a California law that mandates the state to reduce greenhouse gas emissions to 1990 levels by 2020. Though it arguably has spurred innovation in the clean tech sector, critics suggest it has held back job growth in traditional manufacturing, hampering economic recovery.
